How can i figure out a ladies 26/28 size in a guy size?

my cousin wears guy's clothing all the time, and i know she's a 26/28 in womens but i can't figure that out in guy sizes. i want to get her a biker vest.

1. I once learned that women's measurements double when converting into men's. That may not be entirely true, but as I understood it, they went by the actual measurement of the waist's inches.
